The company's October update describes Nashville as a construction project. Dubai's transport authority reported preparatory work in September. Neither report establishes that those passenger systems have opened. Las Vegas has operating service alongside a larger approved network.

Las Vegas approves a USD 48.675 million contract
The LVCVA board approved a contract with The Boring Company to design and construct a convention-centre people mover. The authority identified Steve Hill as its chief executive and president and Steve Davis as the company's president. This was a construction agreement, not the start of passenger service.
Excavation of the two convention-centre tunnels finishes
The LVCVA announced that the boring machine had broken through the second tunnel. The statement marked completion of excavation, while the station and passenger-service project had yet to open.
The company dates the LVCC Loop's opening to the April 2021 Mecum Motorcycle Auction. That operating milestone followed the earlier excavation work and concerns the convention-centre system, not every later proposed Vegas Loop route.
The county's later signed amendment identifies 20 October 2021 as the date of the original franchise agreement. The franchise concerned installation and operation in county rights-of-way, rather than a declaration that the full network was already built.
Clark County and the company amended the franchise agreement to expand the Vegas Loop route and revise performance security. The document also records a conditional use permit for the extended route, subject to county conditions.
The federal review of inspection 1799833 records issuance of willful citations on 28 May. Nevada later said the company challenged their basis and provided training and protective-equipment records. The citations did not remain in force.
Nevada tells the company the citations will not be reissued
Nevada said it withdrew the citations on 29 May after legal review and, at a 6 June closing conference, told the company citations would not be issued. This concerns inspection 1799833, not a clearance of every company worksite or inspection.
Nashville is announced as the next passenger-tunnel project
The company and Tennessee announced an intended partnership for Music City Loop, connecting central Nashville with the airport. The announcement initiated route evaluation, engagement and planning. Its proposed operating dates were forecasts, not proof of an opening.
Dubai's RTA announced an agreement signed by Mattar Al Tayer and the company's James Fitzgerald. The first phase proposed a 6.4-kilometre pilot with four stations between the financial centre and Dubai Mall. The announcement distinguished this from a larger planned route.
Federal review finds file problems but justification for withdrawal
Federal OSHA substantiated removal or alteration of state inspection-file material. It also found reasonable justification for withdrawing the willful citations because the evidence did not establish intentional disregard or plain indifference by the employer. The review recommended improvements to state documentation and legal-review procedures.
Tennessee approves the state-roadway permit and lease
The company's April update dates its Tennessee tunnelling authorisation and state right-of-way lease to 25 February. This was a reported construction permission, not the start of passenger service.
The company reports that Nashville tunnelling is underway
The April update described the launch and calibration of the first machine and remaining work on additional launch sites. It reported that the permits needed to start tunnelling had been obtained, while other approvals and construction remained.
The company announces USD 3 billion in Series D financing
The Boring Company announced a USD 3 billion round led by the United Arab Emirates and affiliated investment entities. It described a USD 23 billion company valuation and plans for additional UAE tunnels. These figures concern financing and planned infrastructure, not Musk's personal wealth or completed tunnel length.
RTA's update on a meeting with company president Steve Davis described assembly of the tunnel-boring machine and casting of concrete lining segments. Those activities show project preparation rather than an operating passenger network.
Nashville remains under construction as more machines are prepared
The company reported two machines actively tunnelling, a third planned for launch later in October and a fourth being built. It said station design and permitting were still underway. The planned later launch is not recorded here as a completed event.
